Minutes of Last Meeting - The minutes of the September 11, 1969 meeting were approved as distributed. b. Next Meeting - The date and place for the next meeting were left to the call of the chairman. 2. LIAISON a. MCA Board of Directors - The secretary reported that the chairman's report given at the October meeting of the MCA Board was sent to the committee, and that the Board at its November meeting adopted the report of its Policy Study Committee which called for the establishment of four Board Committees acting in an advisory capacity to the Board and to MCA Committees, and which would each concern itself with one of the four areas represented by Government Relations, Public Relations, Environmental Quality and Control, and Other Technical Committees. b. MCA Environmental Health Advisory Committee - Dr. White reported that one of the recommendations of the Policy Study Committee was the dissolution of EHAC, and that the Board had acted positively on this recommendation. c. NAS Food Protection Committee - Mr. Mulford reported on the subjects to be covered at the December 9-10, 1969 FPC meeting including the question of greater participation by the Industry Committee. 3. Committee Projects a. International Food Standards - Mr. Ruark and the secretary reported on the October meeting of the Codex Committee on Food Additives. It was brought out that, as indicated in the draft report of this meeting which was sent to the committee, government comments would be requested on a number of additive classes, and that there was a need to organize further within MCA so as to assist the U. delegate effectively. The S. International Food Standards Task Group met immediately following the meeting of the full committee, at which time a meeting ASI 00002215 with the U. S. delegate was set up for December 10 to obtain his views as to procedures and as to disposition of data already received by MCA. b. Anticipated Regulatory Changes - Mr. task group consisting of Messrs. Mulford, Schulman, Meyer and Spencer to act Hanavan appointed a (Chairman), Bell, Miller, in a watchdog capacity and recommend appropriate action in connection with anticipated regu­ latory proposals which would affect the GRAS list and the Delaney clause. It was felt that the watchdog function should consist of keeping a close systematic watch on the political scene, and that action on the public relations front might well be called for. Mr. Ingle agreed to assist the task group by keeping in close touch with developments from his base in Washington. It was felt that the GRAS list should be strongly supported in concert with other'asso­ ciations, and that the government should not do the testing of industry's products. This action was preceded by a presentation by Dr. Andrew G. Ebert, Director of Pharmacology, International Minerals & Chemical Corporation. Dr. Ebert traced the history of the monosodium glutamate episode to date which involved "escalation of rhetoric", from medical journals to the lay press. The resulting congressional committee activity necessitated massive public relations efforts. This detailed presentation was judged most helpful. c. Food Additives Procedural Regulations - Dr. that publication of the final regulations appears that there is nothing definite as to the timing. d. Good Manufacturing Practice Regulations Knapp reported imminent, (Drugs) but - The secretary reported that the draft statement sent to the committee on October 17 was sent unchanged to HEW on October 24. e. Updating of Food Additives Booklet - The secretary reported that the December 3 meeting of the task group was called off, and that work on updating the MCA publication "Food Additives: What They Are and How They Are Used" is being suspended until the food additives picture is clarified. 4. OTHER ITEMS a. MCA Representation at U. S, Pharmacopeial Convention - The commitee voted unanimously to recommend MCA representation at the April 1970 convention. MMHisjg M. M.
