Minutes, of Last Meeting The minutes of the November 17, 1965 meeting were approved as distributed. 2. Membership The secretary announced that Mr. McMillan's membership on the committee was formally approved by the Board of Directors at its November 22, 1965 meeting, 3. Environmental Health Advisory Committee Proposal After discussion of the three Pood, Drug, and Cosmetic Chemicals Committee items in the proposal for an MCA Overall Environmental Health Program, Mr. Barron appointed a subcommittee to detail and refine these items by the end of May. The subcommittee members are N. G. White (chairman), W. H. Meyer, and H. C. Spencer. 4. Codex Alimentarius Dr. Spencer reported that the official report of the Third Session of the Joint FAO/WHO Codex Alimentarius Commission is now available, as is the report of the U.S, Delegation Chairman, Mr. Nathan Koenig. The report of the ninth meeting of the Joint FAO/WHO Expert ' Committee on Food Additives held last December is not yet out. Dr. Spencer strongly urged that data for consideration at the tenth meeting of this committee (to be held October 11-18, 1966 in Geneva), as well as data for succeeding meetings, be submitted early. He will forward to the secretary a corrected list of substances to be considered at the tenth meeting as soon as possible, so that the secretary may arrange to have it sent to the entire MCA. membership. Dr. Spencer also reported that Dr. C. B. Shaffer of American Cyanamid and Dr. J. P. Frawley of Hercules Powder did excellent work as industry advisers to the U.S. delegate at the first meeting of the Codex Committee on Pesticide Residues held at The Hague in January. This committee is charged with the responsibility of recommending international tolerances for pesticide residues in specific food products. At the first meeting, several basic principles for operation of the committee were established and consideration was given to indivi­ dual working monographs on malathion, methyl bromide, hydrogen cyanide, and ethylene dlbromide. Two priority lists of materials to be considered by the committee were approved. First priority was given to DDT, lindane, aldrln and dieldrin, heptachlor, malathion, carbaryl, hydrogen phosphide, ethylene dlbromide, methyl bromide, plperonyl butoxlde, pyrethrius, diphenyl, and organic mercury compounds. Second priority was given to endrin, chlordane, parathion, dlchlorvos (DDVP), demeton-S-methyl, diazinon, dimethoate, M.G.K, 264, dithiocarbamates, endosulfan, carbon disulfide, carbon tetrachloride, and ethylene dichlorlde. ASI 00001641 FDCC 69-3 To provide enough time for the individual governments to pre­ pare their petitions for the various committees concerned, the second meeting of the Codex Committee on Pesticide Residues is scheduled for the fall of 1967In preparation for this second meeting, the "Joint Expert Committee" will meet in Geneva November 29-December 6, 1966. This will be a joint meeting of the FAO Working Party on Pesticide Resi­ dues and the WHO Expert Committee on Pesticide Residues. At the government level. Dr. Spencer urged that MCA cooperate with the U.S. FAO Interagency Subcommittee on the Codex Allmentarius by providing technical information, recommending Industry advisers, etc. when requested. It was unanimously voted that MCA prepare a brief statement of the importance to the chemical Industry of the work of the Codex Allmentarius Commission (including the implications to foreign and domestic trade), and that this be sent to all members of the associ­ ation. The secretary agreed to prepare a draft of the statement, and to circulate it to the committee for comment. A list of Codex committees is to be attached, so that member companies can quickly see which are most important to them. It was suggested that a copy of the statement be sent to the Grocery Manufacturers Association, in the hope that it might stimulate this association to send a similar statement to its members. 5. Food Chemicals Codex Dr. Spencer reported that the bound copies of the Food Chemicals Codex containing about 850 pages (now in page proof form) will be published by the end of August, and that there is still time for important corrections. 6. Presidents Consumer Message After discussion of the consumer message, Mr. Barron appointed a subcommittee to critically review H.R. 13884-5-6 and. to prepare a report by the end of May. The subcommittee members are T. W. Hanavan (chairman), K, E. Mulford, and James O’Connor, 7. Procedure for Review of Legislation The desirability of establishing a standing subcommittee to critically review federal and state bills forwarded to the FDCC Committee following preliminary screening by the MCA Government Relations Department was discussed. It was the feeling of many on the committee that the proposal would put too much of a burden on them, and that ideally entire analysis would be handled by the MCA staff. ASI 00001642 FDCC 69-4 It was left that the secretary would said a copy of each hill to each member of the committee with comments as to its status, etc., and that any member noting an element of appreciable concern to the industry would relay it back to the secretary. The committee expressed its wish to be kept advised of animal health bills, and of the position taken by the PMA with respect to them. 8. Nonpersistence of Synthetic Pesticides (H.R. 12163) The committee felt that no action by MCA need be taken at this time on this bill, and it was reported that NACA Legislative Committee is to meet May 12 to consider It. 9. FDA Bureau of Education & Voluntary Compliance It was unanimously voted that the MCA accept the invitation of General Delmore to meet with his bureau, and it was suggested that the association be represented by Its president, the staff representa­ tive, and both the chairman and vice chairman of the FDCC Committee. 10. Next Meeting No date was set for the next meeting. The date will be set following reports from the subcommittees dealing with the EHAC recommendations and the bills referred to in the president's consumer message. Respectfully submitted. Morgan M.
