Election of Officers It was unanimously voted to elect W. E. McCormick as chairman, and V. H. Knoop as vice chairman of the Food, Drug, and Cosmetic Chemicals Committee. This is in accordance with the recommendation of the nominating committee composed of K. E. Mulford - Chairman, T. W. Hanavan, and H. C. Spencer. The chairman expressed the regret of the committee in Mr. Barron's decision not to be considered for committee chairman due to the pressure of other assignments. The committee expressed its appreciation to Mr. Hagan for his services to the committee during his tenure as chairman. 3. Environmenta.1 Health Advisory Committee The committee discussed at length its proposed activities in the area of environmental health in preparation for a report to EHAC covering the program. i The secretary was requested to prepare the report, and to circulate it to the committee for comments prior to sending it to EHAC by October 31, 1966. 4. FDA Bureau of Education and Voluntary Compliance Mr. Hagan reported on the meeting of September 30, 1966, between representatives of the bureau and representatives of MCA. Attending were General Fred J. Delmore and Mr. Dale Miller of the bureau, Messrs. Hagan and Barron of the FDCC Committee, and Messrs. Carnes and Hoover of the MCA staff. The meeting was held in response to an invitation extended by General Delmore during his speech before the Washington Representatives of Chemical Manufacturers last spring. General Delmore outlined the following as the five principal concerns of the FDA relative to enforcement: 1. 2. 3. 4. 5. ASI 00001510 Good manufacturing practice (drugs) Drug abuse control (amphetamines, barbituates) Chemical residues in foods (antibiotic residues in edible portions) Sanitation in the food industry Microbial contamination (extension of 4) FDCC 70-3 The General plans 100 meetings with Industry groups to discuss these matters, and others of special Interest to the various regions. He said that more authority Is to be delegated to the directors of regional offices. It was decided to request the secretary to convey to General Delmore that, on the basis of this Initial meeting, the areas of PDA concern are not those of prime interest to MCA. Further, It was requested that the secretary ask the General to let us know when something of particular Interest to us emerges. Mr. Mulford pointed out the need for an up-to-date FDA organization chart showing all levels. The secretary was requested to obtain this chart from the FDA for distribution to the committee, and to send updated charts to the committee as they are Issued. 5. Food Chemicals Codex Dr. Spencer said that Dr. Powers would welcome comments on the first edition of the Food Chemicals Codex which has Just been pub­ lished as a bound volume, and that they should be sent to Paul Johnson at the NAS-NRC. A second edition Is to be published In about five years, and supplements to the first edition will be issued in the meantime. Desired comments include those concerning errors, products that should be included but were not, and other thoughts about supple­ mentation. 6. Codex Alimentarius Dr. Spencer expressed his appreciation for his nomination by MCA as an industry advisor to the fourth session of the Codex Alimentarius Commission, which is to meet in Rome November 7-14, 1966. He said there is a need for a mechanism which would provide for a two-way flow of information between Codex committees and the right people within.MCA member companies, and that he will work out such a mechanism with Mr. George Grange (the U.S. Codex Coordinator) following the November 7-1^ meeting. He said further that several world-wide tolerances for food additives will be considered for adoption at this meeting, and that many world-wide standards will be established within two or three years. ASI 00001511 PDCC 70-4 7. Next Meeting; Subjects It was suggested that the following be considered for the agenda, for the next meeting: 1. Presentation by Mr. Settle of the MCA staff re public relations activities of interest to the committee. 2. Presentation by Dr. Frawley of Hercules re indirect food additives developments. 3. Presentation by Mr. Stopps of the Animal Health Institute or a report from the Medical Advisory Committee re care of labora­ tory animals in the light of recent legislation. 4. Report on the second meeting of the "Joint Expert Committee" which will be held in Geneva November 29 - December 6, 1966. (This concerns pesticide residues.) 5. Report on the tenth meeting of the Joint FA0/WH0 Expert Committee on Food Additives held in Geneva October 11-18, 1966. 6. Proposed cosmetic amendments. 7. Medical devices legislation. there might be chemical problems.) 8.
