*Items the lateral research needs but that could **not** be obtained lawfully from this sandbox (publisher
paywalls, pre-1994 Federal Register not on govinfo, session-gated NAP, or conference grey-literature). Routes
follow the project rule: **no Sci-Hub / shadow libraries** — institutional/library access via DOI, ILL,
HathiTrust/IA for public-domain older volumes, or government archives. Many are within reach of the operator's
`doc_retrieve`/library access. DOIs/PMIDs given so retrieval is unambiguous; **title-verify each fetch** (the
service validates "is a PDF," not "matches the DOI").*
